About

Cleanaway’s liquid waste business collects, treats, processes, refines, recycles and destroys hazardous and non-hazardous liquids. The South Windsor Liquid Waste Treatment Facility (LWTF) has been operating since the late 1970s and has been owned by Cleanaway since 2017.
Located at 10-12 Blackman Crescent, the South Windsor facility processes about 20 megalitres (ML) of liquid waste per year.

 

Upgrade: Cleanaway South Windsor Liquid Waste Treatment Facility

Cleanaway is proposing to upgrade the South Windsor LWTF because the company will vacate its Homebush LWTF at the end of 2026 and the intention is to consolidate the two operations. The project will enable a well-planned and coordinated transition of the existing liquid waste treatment capacity from Homebush to the South Windsor LWTF.

The project would involve upgrading existing, and installing new, infrastructure to support the expansion of existing biological plant processes. The new infrastructure will include additional processing and storage tanks, new pre-treatment reactors, unloading areas, a new weighbridge and the relocation of an office building.

Expanding the existing infrastructure will allow processing of an additional 15 ML/yr of non-dangerous liquid waste. The South Windsor site has the capacity to process up to 52ML per year.

Construction work associated with the project will include demolition, excavations, concrete work, civil work, tank foundations, mounting fixtures and bunding. Following construction, the South Windsor LWTF would accommodate approximately 5 additional heavy vehicles per day. Businesses operating in the industrial area may notice increased traffic volumes.

 

Benefits

Cleanaway is committed to generating employment opportunities in the Hawksbury region. The project is expected to create a combination of full-time, part-time and in-direct employment for more than 15 people.

The facility converts waste products to valuable, reusable commodities that are essential for the economy such as:

  • Discarded oils, converted to fuel used in industrial applications
  • Discarded drilling mud, converted to brick manufacturing materials
  • Reuses treated water for industrial applications.

The facility diverts hazardous waste from landfill, reduces carbon emissions and protects the natural environment.

 

Project planning application

The project will be assessed under a State Significant Development (SSD) application under Section 4.36 of the NSW Environmental Planning and Assessment Act 1979 (EP&A Act). This requires an Environmental Impact Statement (EIS) which includes a social impact assessment (SIA).
